Helping Tenant Associations reach their dream. The Tenant Opportunity to Purchase Act (TOPA) allows tenants of residential buildings in the District of Columbia some control over the transfer of ownership of the building in which they have their home. By following the guidelines of the law, tenants can form a tenants association in response to notice by the owner and then decide whether they want to use this opportunity to purchase the building themselves, pass the contract on to a purchaser of their own choosing or negotiate with the contract purchaser.
